How can access to records be facilitated in the absence of legislation that guarantees such a right? In Australia, a considerable portion of the nation's service providers of education, healthcare, and welfare are private. In 2012, a major review was ordered by the Australian government, with powers to investigate cases of alleged child abuse and systemic failures across government and private agencies. Why has such a catalyst been required to force the issue of access?
